Is it possible to download to a DVR the recorded programs from my Cable Box DVR?

How about simply play from the one and record on the other? That will keep the content (but maybe not the quality).

The answer is no. I know that it's a lot to ask for, but the make, model number and what CableCo you have could see if you have the rare setup that allows such.
