I'm going to write no since that issue was noted in outlook (many versions) in Windows 2000 and XP at all Service Patches.
For what its worth I've found that to avoid a lockup, let outlook finish its mail check before using outlook.

Office XP keeps locking up.

For many months, several times during the day, Outlook will lock up when I try to open a file with or without an attachment from any folder.
I then close Outlook and restart it in Safe Mode. It goes through a process fixing the "Personal Folder" and "Archive Folder" which apparently had not been closed properly.
I then select ?Detect and Repair?, which prior to my updating Windows XP Pro to SP2 resided on my hard drive, now requires me to insert my Office XP Pro CD. When that is finished I close Outlook and restart it again normally and agree to the Software License terms.
Outlook runs fine for a while until I have to repeat the process two or more times a day.
I practice safe computing as best as I can and frequently check for updates for Windows XP Pro and XP Office (including automatically). I use the FREEDOM package from Zeroknowledge with Antivirus and Firewall through Telus and I also check my System with PestPatrol, CounterSpy and Ad-Aware. I also use JV16 Power Tools to clean my Registry from time to time.
