Question

Office 2013 and Outlook Issues

After sorting through the crisis created by the KB3000850 MS update clashing with Avast I am finally after two days seeing the light.

The experience has left my Outlook mail program on my Laptop hanging and not opening.

After repairing both on and offline, and restarts and boots in safe mode I still have no answers to get into my mail on my pc.

All I am getting is no access no matter what I do.

In the meantime I always try the old trick of Safe Mode with networking boot trick.

I suppose that is because you had set Outlook to have incoming or outgoing (or both) mails scanned by Avast, and somehow that doesn't work any more.
You don't tell what you did to see the light, but maybe you uninstalled Avast? Then reinstall it and in its settings turn off the mail shield.

Why don't you try deleting your accounts

and recreating them. By hanging what do you mean? Do you get the message when you are receiving email or whenever you launch Outlook. So does outlook work at all and it hanging when trying to download.

Is outlook giving you any kind of message?
