I'm not an Exchange expert at all, but from

I get the impression that a Transport Rule should work for this.
Ask the LAN admin why he thinks a Transport Rule should not work.

My company runs Windows XP and Office 2007. We have about 700 users.
I have a user who has an additional Mailbox set up in her personal Outlook account, let's call it General Inquiries. She wants an Auto Reply set up so that every time someone sends an email to this Mailbox they get a message that says "Your Inquiry was received, we'll get back to you".
There are about 7 users total who monitor this Mailbox and have it installed in their Outlook. That number might change depending on if the department gains or loses staff.
I thought there might be a way to configure this Auto Reply message centrally on the Exchange Server but our LAN Admin says it can't be done. Instead he wants me to set up a specific rule on the Outlook account for each person who has this mailbox.
I set up the mailbox and the rule in my own Outlook to test it but after creating the rule it says, "This rule is a client only rule and will only process when Outlook is running."
Does that mean whenever the mailbox monitors are logged out of their PC (and therefore, Outlook) no auto replies will go out? If that's true, is there any way to get around this?
Also, is it possible to configure an Auto-Reply centrally on the server side or does it have to be done on an individual user basis.
Thanks for any help you can provide.
