Office 2003 send/receive problems

Everything was working until 24/4/05, now Outlook 2003 will not send or receive emails.

It complains of timingout and unknown errors. Errors: 0x8004210a 0x8004210b etc

This is what I have established so far:

I can telnet to ports 110 & 25 for both my email accounts.
I disabled Norton Anti Virus.
I turned off Windows Firewall.
I deleted and reconfigured my network connections.
I've by passed my ADSL gateway by using a modem, I have bypassed my ISP via modem connection.
I've re-installed outlook 2003.
I've changed the MTU size to a packet size appropriate to my ADSL gateway. (Though never had problem in the last two years with this!)
I deleted and recreated my email account settings in Outlook.
I have remove microsoft AntiSpyware from my PC.
I have checked that Windows firewall is disabled and is configured to let outlook through firewall.
I have found that msoe.dll is not found when trying to use Outlook Express.
I have sucessfully downloaded my email via netscape Email.
I have uninstalled, reinstalled outlook2003 and also applied latest Service Pack Sp1.

I know that something is blocking outlook from connecting to the internet, but I'll be damned if I can find it.


Any ideas.

Thanks for the info, good read.

But my ISP is fireflyuk, I checked it isn't blacklisted.

Also as I can telnet to ports 25/110 of both my email service providers servers, this proves that they aren't blocked.

1. Uncheck all Norton Outlook Plugins.
2. Not Norton? Uncheck other plugins.
3. Call the ISP.

You can 'repair' Internet Explorer/Outlook Express from Config Panel>Add Remove. Or just install it from download.microsoft.com. Even if the setup displays OE bold (meaning it is already installed) force an install.
If Netscape mail works, I expect Outlook Express will also. But it might give a clue. And if it works also, it shows your Internet connection is OK, which limits the problem to Outlook, in my opinion.

I did a google search: http://www.google.com/search?hl=nl&q=0x8004210&meta= which shows that you're not the only one. I followed one of the hits (http://www.mailarchive.ca/lists/microsoft.public.outlook/2005-01/) which let me to a discussion where setting the permission for Outlook to 'allowed' in Norton Personal Firewall was the solution. Maybe you accidentally installed NPF when installing or updating Norton Antivirus? It's all part of the Norton Internet Security suite, I suppose.
Anyway, read through the full list to see if one of them helps you. A time-out certainly points to some software blocking the communication. NPF is a likely candidate, but no more than that.

And try to remember what (else) you did around 23/4 and 24/4. A System Restore back to 23/4 might be a solution.

Outlook 2003 receiving problem

I had this same problem. I found that I had to have Outlook express installed and operating, even though I do not use it. I made all the account entries in Outlook Express and set up my ISP. I then used the "Detect and Repair" in the "Outlook" "Help". This solved the problem. I was able to receive the internet via my cable ISP, so I knew I was accessing the net. Give it a a try. Can't hurt.

Same Problem

Around the same time I have been suffering from the same problem. My laptop would work for a while then loose the connection. It had Norton. My desktop is orse it will nto make a connection at all, it uses McAfee. I am completly frustrated.
