office 2003 proofing tools languages

with my MS Ofice 2003 I have installed MS Office Proofing Tools Kit, which seems to include about 50 languages. Using Programs and Features under Control Panel (Windows 7) I verified that all the languages show as Installed. When I use MS Office Document Imaging, and try to change the default OCR language (=English) in to another language, about half of the languages I mentioned above do not show in the drop down list (e.g. Hebrew). What is the problem??

That's correct. Be sure to ask Microsoft directly about this.

Thank you. I may follow your advice, but I believe Microsoft no longer support this old version, and this is why I am trying first to get support from the community.

And I've had more time to recall this and from memory this is how it was with that version. BUT why not make a PDF of this?

I use CutePDF and that would work around the need for MS Office Document Imaging.
