If you mean the title bar of the window, try this on Windows XP. The toolbar (the bar with all those nice icons) is evenly grey with me (Office XP, Windows XP).
Rightclick on an empty part of the desktop and choose properties.
Choose 4th tab (Appearance, I think, but I don't have the English version of XP)
Click on Advanced.
Choose 'Active window title' (again: or something like it)
Choose color 1 (left side of title bar) and color 2 (right side of title bar)
OK your way out.
The new gradient title bar should appear on each and every window in the system, including those of MS Office 2000. It's a system wide setting, so to say.

i was wondering if u can get that cool gradient toolbar (from cyan-ish to blue) on MS word, excel, or outlook using version 2000. i am willing to edit any file (hexing for binary files). can anyone please help? is this possible?
