Off-line Password managers!

Hello all,
Can anyone please suggest a list of good, paid/free password managers out there that are either totally offline based, only or at least offer the option of a "genuine", fully functional offline operation without the need to first setup/create a cloud-based account before they will function, such as the older Norton Identity Safe "local vault" facility?

Keepass was that. Since it appears to meet your free offline goal, why list others?
