nVidia 6800 problem

I recently just bought a nvidia geforce 6800 pci-express card. I installed the drivers, but durning instalation of standard drivers the display fickers into a black screen, then returns, but it flickers off and on untill end of instalation. So I wait forever and then restart and start up window and it does the same thing, the diplay flickers on and off. Even after udating everything with my internal graphics and disabling internal graphics and installing all drivers, it still flickers. What should I do to fix this problem, cant do anything in normal settings, cant change a thing.

I was wondering if my power supply could be a problem too. I have a 310W with 24 pins. I replaced the 310W one with a 430W with 20 pins. With both PSUs the problem continued. So could this be a power supply problem too.
I forgot to post my system last time.
I hava IBM Thinkcentre 8423-21U
Intel 3.0ghz processor
512mb of DDR2 SDRAM (PC 4200)

The card I am installing is new and I tried at first using regular divers from disc, but same problem. I updated and also same problem.

Did you uninstall the drivers for the old card before starting up with the new card inserted?

I uninstalled all drivers before putting the card in my system. The process tells me to install the Standard Drivers first and I do. But during the instalation of the driver the screen starts to flicker on and off. I some how got the standard drivers installed and it does not flicker. When I try to install the nVidia driver the one off CD or from website the screen starts to flicker during installation. Have you heard of this type of problem.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
