Try DVD Santa. I've used it a couple of times to convert pal to ntsc and the results were great.

Hi, I would like to know which is the most efficient NTSC to PAL transcoder for video files. I had some MPEG2 files on my hard drive which were encoded in NTSC (at 30fps). I then wanted to burn them on a DVD to play them on my DVD player which is PAL (25fps) so I used NeroVision Express to create a DVD with menus but it converted all the NTSC files to PAL files yet I live in Spain. The color is perfect, the only problem is that movement does not look smooth. I burned other DVDs with PAL files and there was no problem so the problem is with the transcoding process. I think that NeroVision simply cuts out the 5 extra frames in every second and makes movement unnatural and weird.
I would like to know if there is some software which transcodes in a different way making movement more fluent.
