Only pre-selected beta testers and developers can download it, and they are currently looking for any bugs Microsoft missed. Also, some of the features that will be included in the final version are absent from the Beta 1 version, and when combined with a Beta's unpolished nature, it's undesirable for the average user. Unfortunately the rest of the world will have to wait until the final version is released for download.
