The only files that usually survive are the ones we put on out backups. You did have a plan for the day the hard disk contents wiped out? Use that plan.
As to installing Windows ME, the exact details are never the same, but the usual is to format the drive (data is all gone), install windows, install all the drivers and then your applications and files.
Tip: Run BELARC ADVISOR and print it out so you know what drivers you are looking for.

I am really a novice to this computering stuff and have a real question. A "friend" loaded XP Pro onto my computer but forgot to tell me it could not be registered. I can not get updates. My question is: can I remove this? The files, etc. for my previous OS (ME) are installed on my computer. Can I just remove XP and will the computer revert to those previously saved files?
