Notebook buy (not US citizen) Dell

Hello everybody,
I hope You will be able to answer my questions, thank You in advance.
I live in POland, due to the awesome prices You got for notebooks I decided to get one. My friend will be coming next week to Miami for about 10 days and will buy one.
I almost decided that I want Dell Inspiron 8600, the problem is that I cannot find any deals on that notebook except on dell.com. My friend will not be able to buy online, the only way is via a classic retail store. Is it possible to buy Dell notebook this way?
If not, what would You recommend?
My budget is limited to 1400$.
I need Intel m processor (not celeron), at least 512 MB of ram, cdrw writer and at least 30gb harddrive. Decent graphics card (ie not integrated) would be welcome.
Is there a big diffrence between 14 and 15 inch display?
Finally, about retail stores, how much do they usually have in stock? is it possible to find multiple versione of for example Inspiron 8600 that will suit my needs or do I have to wait? I understand that RAm upgrade is no problem, but the rest of the components cannot be changed at store.
