Not responding problem with Vista notebook

I own a 32-bit Windows Vista system with an Intel Core 2 Duo CPU (2.00 GHz) and 3 GB of RAM. Lately though it's been freezing up. Well, I would have my internet browser up and it would stop responding. But it wouldn't respond again. I would try to bring other windows up and they won't respond neither. I would then have to restart the computer. I also get the "windows did not shut down correctly and the options to run safe mode". I can move the mouse when this happens but everything else just freezes. When I move the cursor over the taskbar, it just shows the loading circle thing.

I've tried scanning with AVG, malwarebytes, and spybot S&D. Use hijackthis too. I found a few tracking cookies with AVG but it was removed. I don't think it's a virus problem. If anyone has any tips to fix this, it would be helpful. Thanks.

Try running one spyware program and one antivirus at a time. It sounds like you are trying to be a little bit too safe and it is slowing your computer down.

Happened again unfortunately

For some reason, it happened again. I forgot to mention that sometimes when I restart it and resume windows without using safe mode, this thing comes up where it says "checking for consistency".
