Not getting full connection speeds

I have at&t DSL, and I'm paying for 3mbps download and 512kbps upload. Ever since I turned off my modem yesterday, and turned it back on to fix a connection issue, My connection page only says I have 2496 Kbps for download speed. There is a sticker on my modem that says to leave modem on for 10 days to maximize speed. Is this the problem, or is there something else I can do?

2496kbs is what a 3mb dsl connection gets,

At the beginning, end of each packet, and even other bytes there are other bits that most speed tests discard. If we factor that in then your number is close enough.

Here's the real problem. The industry is doing a poor job of educating it's buyers. But we are asking them to deliver at the lowest cost possible so maybe they had to cut us off from those that could explain it all.
