What can I do I am so frustrated

Try to scan the system using online scanner

for any malware that is maybe blocking you to download files.

SUPERAntiSpyware Online Scanner: http://www.superantispyware.com/onlinescan.html

Below online scanners will run in Firefox and IE:

Are You Running Vista OS?

Are you logged on as ADMIN or as a reduced level user.
Must log on as admin to download & install programs.
Possible to be lower level n XP as well if set up that way for security. Happy
