Norton Uninstall Doesn't seem thorough

I built my first PC recently, and it came with Norton already installed. I uninstalled it as soon as I could and decided to try Avast. About 2 weeks after I uninstalled Norton, a screen popped up, and has on every startup since, saying my current version on Norton isn't compatible with Windows 10. It tries to get me to install the most current version. After I've clicked out of it, this will intermediately pop back up once in a while, usually when I'm watching Netflix or playing a game. Needless to say, it's extremely annoying. I've gone so far as to install Norton again, and uninstall it. It still persists. Help me break free from the talons of Norton.

I ran this once I removed norton in the first place, and as I said I installed it again and ran it a second time.

The Norton Removal Tool may not remove more than the Norton Antivirus Suite. I can't guess what else you installed but here, the removal tool has for years removed their suite.

What remains? And yes, many folk won't be able to identify what it is.

Sorry for the delay. May I know which Norton product are you running? also Norton is compatible with Windows 10.
