Norton Internet Security Install

I've searched for this answer & unable to find.
NAV & NIS is installed and seems to be functioning very well. However, NIS does not appear in the system tray upon startup. If I manually open options and delete and recheck the system tray option, it appears in the tray. Any ideas on how to get this to automatically work? I've uninstalled and reinstalled with the same problem.
