Norton Anti virus and System Restore

I have Windows Me, I needed to update my Norton Antivirus from 2000 to 2004 version... Right after that my System Restore no longer works on my computer, I get an error message that I have to restart the computer which I have done hundreds of times since. Does anyone know if Norton could have done this? What should I do?

I usually see this if the firewall is enabled.
