Norton Anti-spam still not working right

Periodically I'll get an email that is routed to the Norton anti-spam folder that should not be. I then choose to allow the sender and domain within Outlook, but it appears to have no effect as the non-spam email still gets routed to the spam folder. What am I doing wrong?
