One reason why these DVD's do not play is because they were made in an area that is NOT where you are.
The world is divided in to DVD regions from 0, plays anywhere, to 6. The numbers go up to 9 but for the sake of this post, 0 to 6 are the ones you should be interested in.
This link will give you more information on what regions different countries are in.
As these DVD's are not copy protected, I trust you, you can use Mac the Ripper to convert them all to region 0.
Save the files and burn them to DVD using Toast. They will now play in any DVD player.
Bye the way, the term Non-Booting usually applies to a CD/DVD that can be used to startup at computer as it contains a copy of the Operating System. This does not apply to what you are referring to.

I searched, but could not find an answer.
We receive many DVDs with Video-TS files from other countries. On the average 3 out of 10 do not play in our DVD players, while they almost always play on the Macs and PCs. All DVDs are NTSC (our player do not support PAL), and are pre-production and not copy-protected.
So far I have tried:
Extract the files with an extractor, and burn the extracted files. Result: No change, they do not boot on DVD players.
Manually copy the TS files to a .dmg created with Disk Utility. Then have Toast8 make an image file. Then extract that image file with an extractor. And burn. Result: No change, they do not boot on DVD players.
Someone suggested to use a DVD program like Final Cut. Before we buy it, we would like to know if this is a viable method. Does FC convert to another format and at the end we can output TS files and burn them. This should give us a new booting segment?
Any other ideas of whatever kind appreciated, especially on how to take off the information without quality loss, and then reburn it with Toast8, DVD2OneX or any other program suited. This is a problem that needs to be solved, since the DVDs need to remain in the quality submitted and need to play on most DVD players.
