Non appearance of Win 98 SE shutdown screens

I am running Windows 98 SE. The shutdown logos do not appear at shutdown of PC. The concerned .SYS files are in place. I opened them in MS Paint and pictures are OK. The logos.sys file was functioning to show shutdown screen sometime ago. The time of last functioning is not known. I also tried going to start/run and typing in msconfig---advanced to see if there is a
check in ''disable fast shutdown''. The check is there.

Pl help to solve the problem.

Disable Fast Shutdown

Since the Disable Fast Shutdown option is listed on the Advanced tab in Msconfig.exe, it's apparent you have never installed the Windows 98 Second Edition Shutdown Supplement, [Q238096].

In today's machines, not supposed to show up.

Today's ATX machines will not show the "It is now safe" screen but just power off.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
