Unplug power from the things that rotate and make noise. The picture only shows me two such devices. What else is there?

...at lower left has a fan inside. Perhaps it's failing? Other fans at upper left and lower right are confirmed as OK.

There is a tech method.

We power off and put a Popsicle stick in that fan and power up to test. Since it's only for a few seconds nothing bad happens. If it breaks a fan, that fan was going to break anyway.
