I will let the experts here say more but I'm guessing you do need video/graphic card drivers for Windows 7.
Using the Device Manage to search the Microsoft database for the correct drivers is likely to fail because, frankly, Microsoft does not do drivers and that option has never worked that well.
So get the Windows 7 drivers for that specific computer model and that video card direct from the computer maker's web site, or direct from the video card manufacturer's web site.
All this assumes that this Windows 8 system is able to downgrade successfully. Not all do.

I purchased a Toshiba Satelite C855D running Windows 8. It ran fine considering what it is and it connected to my big screen LCD tv via VGA just fine as well.
For a number of reasons, I installed Windows 7 on the laptop and now I can't get any output on the VGA. The tv does seem to register that something is happening with the VGA when its connected (ie the Connect a signal note is not on the screen) but there's no actual images or response from the laptop.
I've tried to access/install any drivers and the system currently reads a Generic PnP Monitor Driver to no avail. Done the Resetting/Identify/Detecting and haven't gotten any help. I imagine it's something simple I'm missing.
Does anyone have any idea what the issue/fix could be?
