No Shutdown options popup - can't perform normal shutdown

I just installed Win XP SP2 (and immediately on top of it installed Office 2003) and am having all sorts of problems. One of the major ones is when I click on the Shutdown button, the popup that usually appears providing shutdown options doesn't appear. The only way I can shut down is through the Windows Security/Task Manager window. Does anyone have an idea of how I can resolve this?
