Are you clicking "Turn off" or "Restart" from the start menu?

Or are you attempting to turn off the computer by pressing the power button on the computer? If so, you may need to hold down the power button for a few seconds or so while the OS shuts down.

Do the following: Right click a bare spot on desktop go to new shortcut type in the following exactly:
SHUTDOWN -s -t 05 Notice the spaces. Also notice the Capitol letters. After you have this shortcut on your desktop just left click the icon and your computer will shutdown
The following shortcut will restart your computer:
SHUTDOWN -r -t 05 It will show as shortcut 2 on your desktop
