No Radio Stations - XP Pro SP3

"iTunes automatically adds the radio stations to your Library"
Not for me - - I have no radio stations.

"Double-click on the radio icon once you are in iTunes. This is located at the top left of your screen under the Library section. This will open up a window that has radio stations
categorized by different genres of music."
No, there are no stations.

Has anyone else experienced the above?
Is there a fix?
