No power Dell C640

Laptop will function with battery but will not work with power supply and battery will not charge up from power supply

A bad motherboard could explain all the symptoms. Another mainboard would have a good power jack and battery charging circuit. Be sure to replace the battery if it's over a few years old while you are there.

Inverter

Assume that the inverter is functional, that you have checked to see if it is putting out the required dc voltage to the system.
