You didn't reveal what WEB BROWSER you were using, but Internet Explorer is known to do that if one has never emptied the Temporary Internet Files (TIF) cache. Many never do this in Disk Cleanup since the default settings of Disk Cleanup include a Compress Old Files that may take hours.

When I download a page from the internet which has pictures on it, the pictures do not appear to save. When I look at the file later there are no pictures. There must be something, probably quite silly stopping them. Allow pictures is ticked on internet options.
