No OOBETimer or WPAEvents in OS, looking for alternatives ?

I am looking for the WPAEvents\OOBETimer in my registry but it is not present. Did Windows 7 remove this option by any chance or is it just not present in my download (Windows 7 Professional SP1 build x64). Is there another way to access the OOBETimer or something similar without using the registry? Any suggestions will be helpful.
