No Mouse and Keyboard on warm boot (reset)

I have this WinXP Home, and I have noted that when I only reset it, the mouse and keyboard are not functionig. On cold boots all is fine. I just noted this problem.

Any idea shall be appreciated.

This is common in machines that have out of date BIOS, or drivers. What many are learning is that Microsoft updates none of these items so we get to fix such.
