No longer get the resize prompt when emailing photos.

I am using Windows XP Home and I always took advantage of the resizing option when emailing photos to avoid long uploads and downloads. All of a sudden the option does appear. I have tried replacing the "sendmail.dll" file and checking the registry. Any thoughts?

Unfortunately, I already tried that too...... The menu appears, but does nothing when I make my choice.
