In that same dialog window where you type that IP-address, did you choose the option just above it (obtain ip-address automatically)? That's called DHCP. I did (in fact, it's the default), and I can't input my own address, so I think your settings are wrong.

there is no internet connection when connected to a Wi=Fi hotspot until I manually insert an IP address into the WiFi adapter properties after starting the PC. (I found this fix on youtube, it seems only to be a temporary fix)
Once I do this I can connect and disconnect to WiFi (and have an internet connection) until I restart the PC.
My adapter is
Intel(R) Centrino(R) Advanced-N 6200 AGN
I have uninstalled and reinstalled the driver, no fix
