Clarification Request
I'd hit the Ubuntu forums on this one.

To me it looks like another Linux desktop. Maybe I'm too forgiving about a detail such as an icon for the start menu icon?

PS. Just looked again at my Ubuntu.

Not what I read in the top post.

Installing apps in Linux is all over the map. Some use command lines, some have an app installer GUI.

I'd have to be on the exact distro as you to follow along and see what's going on but here's my advice. Be clear what's up and what is the problem when posting. I would not guess you can't install or run apps from your top post.

-> https://www.ubuntu.com/download/desktop shows 16.04.2 is the LTS. Did you try 17?

I had to on my Intel NUC (a small Intel made PC) due to various device support issues.

EXAMPLE.

"You can install applications different ways. Terminal, the Ubuntu Software Center, and Synaptic."
https://askubuntu.com/questions/307280/how-do-i-install-applications-in-ubuntu

This is exactly why I feel there is fragmentation in Ubuntu. It's possible that there are 3 or more ways to install apps so be sure to learn all of them so you can see if one is better for you.
Also, I find it best for me to use a current distro. For me, LTS seems stale and sometimes borked.

no such file or directory

Believable; check in Synaptic to make sure it is really installed.

Answer
did you check preferences in the Menu?

I remember several distros have preferences from any menu button and allow a side or bottom panel, or will block it. Check those settings.
