No compression filters showing

Goodday

I have a problem with my compression filters not showing in my "Select compressor"-dialog, for making AVI.
The only selectable item in the scroll-down menu is "no compression".

This is a general fault, apparrently occuring with Windows, since it happens no matter which program the dialog-box appears in.

I have tried:
Deleting and re-installing all my codecs
Installing other Codecs, more codecs
Re-Installing and performing sweeps of all codecs

Programs to show which codecs are installed comes up, with all of those I've installed.
MSINFO32 only shows few common Codecs.

I'm stuck in the problem solving, and I have searched almost everywhere. Please help.

What app is this? That is, to use a codec one would be using some application so I can't see if it's an app I have or much else.

Any program using the compressor.

It could be programs such as "Make AVI", "JPG to AVI", "PhotoLapse" or even Counter-Strike:GO's 'startmovie'-command.

I can't seem to get it to work - but it might have been a good solution to the problem, although it doesn't really fix the actual Windows-problem.

FFmpeg and such are fine here. Must be the apps have the problem.

No, it's a Windows-used feature by the programs, and since it occurs in all programs using this feature, it must be a Windows-problem.

Sorry but since it works on a dozen Windows 8.1 machines here with the apps we use it must be a bug that you need to track down. Sorry but I think you'll need to find someone that uses those apps on 8.1. That is, I didn't go find them to test for the issue. Just trying to see if I could add another exit.
