'No administrator privileges detected'

A friend of mine has bought a PC with Windows Vista, but when he puts his broadband installation CD in, the 'No admin privlieges detected' message comes up.

He admittedly has three logins on this computer but has tried to install on them all, with the same result.

Is it possible that Vista needs to be activated before he can install?

Any help would be appreciated, BT are useless and want

Is to turn off UAC.
