'No admin account' - Can't fix laptop

Laptop (Windows 8.1/Toshiba) comes on and loads repair screen. Gives options for computer refresh, restore point etc. but won't allow me to choose them because it says there's not an admin account on the laptop. Restarting just leads to same screen. Trapped in a circle. It didn't come with a CD (there's no CD drive) so that's not an option either.

I've said before that new computer shouldn't fully boot unless the media has been made. The backup plan is always valid here.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
