some turn the water black instead of red, especially if the water pumped through them is acidic. Our pipes have lime injected into the water supply to keep any lead from leeching and to neutralize any acids which would shorten life of pipes and encourage leeching.

Seems it has something to do with cleaning a tank that wasn't cleaned in 2 decades. And it again has to do with money, corruption and other words I will refrain from writing. Make the bigwigs drink this.
