New windows open behind active ones

I have windows XP SP3
I've always been problems-free , until about 2 weeks ago when suddenly every time i try to open any thing (image, zip file, video) basically any file that sends makes windows sends the (%1) argument to the associated program (meaning when zip files makes windows calls for winrar, or videos makes it call for VLC) I get thoes programs windows behind the original window (the explorer one) It's just too annoying.
and it gets pretty bad when that happens with a "force always on top" window, I just can't reach for the window behind.

Please help me, I looked everywhere.

No answer, but about that link.

I tried to load that link but my Firefox security options prevented me from doing so. I don't know why except has a bad reputation. That probably means we can never be sure what those files contain.

So, I have asked our Forum Admin to edit out the link. Other members here may not have the level of security I do, and so may click that link and get something they didn't bargain for.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
