If you haven't already, then you might also use a friend or family member's computer to follow the instructions in the link below to download a couple of free antispyware tools, then copy them to a CD or flash drive, then transfer them to the problem machine:

I belive that after running that file: URLs REMOVED BY ADMIN to prevent the possiblity of infecting others
a virus or trojan has been installed, as the computer displays a message about shutting down and reboots after 60 s. Even when using shutdown -a I stop rebooting it still does not behave normally. There is difficulty starting programs, and clicking, mouse clicking behaviour is somewhat changed, it also shutdowns IE etc.
Antivir software scan did not help.
Can you help please ASAP?
Can you check the file to confirm that this was the reason of the problems described?
