New PC build wont turn on monitor when connected

I have recently built a PC with the following components:

-ASUS STRXX B350 -F Motherboard
-EVGA 500W Power Supply
-msi R7 250 2gb
-AMD RYZEN 3 1200
-Samsung 250gb SSD
-crucial 4gb RAM

I've gotten the PC to turn on, and every fan and device turns on except for the GPU, the fan of which won't move. The monitor doesn't turn on when plugged into the GPU or the motherboard itself, and I have no idea what to do. What could be the problem?
I've tried it with and without the graphics card, and with HDMI and VGA cables.

How is it you were able to plug the monitor into the mobo?

I used an HDMI cable to connect it.

Your ryzen does not have an igp so the monitor ports on the mobo won't function.

So now your back to the video card.

Do you have some old video card you can plug in just to see if you get some display to the monitor?

With pc's you need to have spare parts so you can swap things around to try and make sense out of a problem.

Otherwise your left with making a best guess.

Motherboard HDMI rarely works on Ryzens. Here's why.

The Ryzen models I see don't have the onboard video like the A series (AKA the APU series) so for the Ryzen we plug into the video card.
