New HP Pavillion-No system DVDs

I'm not sure if I've got this right but I just bought a new HP with Windows Media Center and they didn't send me the system DVD's. What am I supposed to do if I want to build a new system or something? Do they own the software?

Usually on boot, it offers to make them.

You could call it in and ask for them or ... pack it up and ask for a refund.

restore disc

I can make a restore disc but this seems quite different than a systems disc
