New Computer, already has problems

Just got a refurbished laptop and the browser, google chrome, is acting strangely. Some pages take a very long time to load, while other take only a few seconds. The bottom of the screen around the task bar and lower half of the browser become white or distorted. The mouse as well as keyboard input lags severely. I honestly don't even know how to describe it, I've never seen something do this. I've tried I.E. was well and the same problem seemed to occur. The problem seems to get worse as time goes on. I noticed that when the browser is at full screen it happens, however when it is at less than half of my screen the browser works totally fine. I tried using skype and the same problem happens with it, however I haven't been able to get it to work like google chrome.

Again, I've only had this laptop for 3 days now and I could just return it for a replacement. I've got steam on it and it rolls through that fine, and this problem just started two days ago, and its gotten worse today. I've restarted everything and updated everything I can think of. Thanks in advance.

Is there any added security other than Defender?

Some install one of those big name antivirus suites and browsing speed plummets. So I can't know what is not shared here.

As to reset of Chrome, which procedure did you use?
