New browser window starts but freezes

Using Windows 98 SE, IE 6 with SP1.
When trying open a second browser window the window starts to come up but then stops? When right click on icon and check properties and do a find target nothing happens? When trying to download and install the latest windows updates from the website the download window comes up but then everything stops? Any help on this one would be a life saver.

We've done that, and even did a complete uninstall and reinstall of IE. We've even reloaded the complete Windows 98. This one is really deep and we're to the point of reformat.

First of all, download NOW this Winsock fix (FREE):
http://downloads.subratam.org/WinsockFix.zip
If you lose internet access after the cleanup, run this tool.
This should ONLY be used if you lose internet access.

Download Ad-Aware (FREE) from here:
http://lavasoft.element5.com/support/download/
Install, UPDATE and run.
You may need to reboot and run again to clean all the nasties that cannot be deleted at once ('in use').

Also excellent is SpyBot Search & Destroy (FREE) available here:
http://www.spychecker.com/download/download_spybot.html

You should also apply the 'immunize' function, since it blocks roughly 9760 known 'bad' runs/apis/apps.

Even if Ad-Aware and SpyBot S&D are similar, they do clean different things. You should have both of them and use REGULARLY.

An excellent anti-trojan scanner is a2 (a-squared) FREE:
http://www.emsisoft.com/en/software/free/
Install, UPDATE and run.

You can also install 'preventive' software that will help you control these nasties:

SpywareBlaster (FREE):
http://www.javacoolsoftware.com/spywareblaster.html
Prevents the installation of Active-X based spyware, malware, dialers, etc
Currently protects you against about 5665 nasties.
Advantage: no system resources used!!!
Just download, install and UPDATE.

All of them extremely useful but you must keep them UPDATED.

Suggestion: Make sure you can see all files and folders and run Ad-aware and Spybot S&D in Safe Mode.

Had most of the programs already. The fun was in having to copy the site locations, because when I click on them in the reply I get that second browser window that does nothing. Ran all of the programs and nothing has changed.
Any other help or suggestions, before lightening stikes this poor machine?

Sorry, as I said we tried all of this before with no success. We need a DRAINO solution for this one. Please keep coming with the suggestions. I'm desperate!
