new 3 pin fan won't start

So the old fan is spinning.

In that case I agree. The new fan is bad, miswired or incompatible.

I applied 12V, minus at the black and plus at the red wire ends and the blades twitched just once and nothing then. The yellow wire I presumed it was the Tacho and I left it unconnected.

You are a master tech. If the fan does that with direct power it's a bad unit.
