Storage on a tablet has its limits. The iPad Air has a 128gb version. So does the Surface, which has some of the other features you want. However neither are in the price range you want. (All over $500)
Tablets in this price range are large and incredibly fast, with beautiful screens and good reliability.

At your price point, even used you have to give up a lot. You can save with smaller, older and less storage, without cellular.

Lower priced tablets have as much as 32 GBS internal storage and an SD card slot for data storage.
Adding cellular usually means pushing the price up, but you may find a good deal on a refurbished device.
I suggest the smaller tablets like Google Nexus line, or Samsung Galaxy Tab.
In addition to the SD card you can stretch your data storage by using Google drive, DropBox, Box and OneDrive for online storage.
Onboard storage is a deal breaker for me. Anything less than 32 GB internal limits the number of programs that a device can have on the tablet.
Happy shopping!
