A PC has only one sound card, so only one sound stream out at the same time.
An amplifier or mp3-player or walkman or tablet or whatever also only processes one input simultaneously.

So to play 3 different musics at the same time you need 3 devices. But of course, if they get their music from a common data storage, you only need to have one music library.

On amazon.co.uk I find mp3-players for 1.05 GBP. A cable to connect the headphone out to whatever amplifier you use to play the music should have a comparable price.
That's not too expensive, I hope.

What about a few Raspberry Pi's?

These can play audio, have network capability so 3 Pi's with WiFi and your custom code looks to be pretty cheap and reliable.
