Use parental control software on a PC to limit access to Internet. There are many different choices, so it might take some time to find one that works for you.

What's your budget for IT support?

but it is not so difficult to bypass this, as you know employees these days they roam into the drives it is not difficult to change these settings
At this point of time if i say i seriously do not have a penny left to invest than it is not a Lie....!!

If you don't make them administrator, they can't change much. And certainly not those settings, if it's good software.

Since you don't have a server, you must implement whatever you want either on each PC or in the router. But consumer routers usually don't have the options you need, so doing it on the PC's is your only choice.
If you think it will be bypassed anyway, there is no technical solution. Then all you have is rules and procedures, like "anybody who visits Facebook during work will be fired immediately."

I agree with Kees here.

Make the policy known that "you will be fired if you Facebook on my computers."

The problem has been kicked around a lot and given you don't have an IT lead yet, you must control by rule. If you don't then they don't take it seriously.

But here's my take on this. The employees must be on your team. I've yet to work at a place they controlled the internet. I was there as part of the team and we worked together.

The control aspect to me sounds like they are not on your team.

Since you are new to this it's not going to be fair for you to try to solve this with software. I could give you example searches but it wasn't that long ago I told our management it was counter productive to try to do this. They IT lead thought they had locked down the company PCs and as a Demo I booted up a Linux CD (it was smaller back then) and proceeded to do almost anything.

The IT staffer said that was cheating. Next they fixed that and I pulled out my phone and did what I wanted. Again, called a cheat. My point was simple. The IT was wasting company resources needlessly. We were a tight knit group and worked on the project since it meant all of us would benefit. The IT staffer was adament they were going to control it all but one day we came to find we could not do any work at all since the app we use was not on the good list.

What app? Visual Studio which we were writing the company app with. Also, the resulting app was blacklisted too.

The IT lead was not seen again after lunch and we never heard what happened.
