networking and nmap

my isp is giving same common public ip to all customers.
And i want to scan all customer connected to public ip through nmap
what to do?

Your first sentence can't be true. All public IP's are different.
For your question: contact the ISP and ask them.

You may be new to networking but in a public WiFi we always turn on Client Isolation to prevent users from scanning the other users on the network.

However, you can use a long range wifi antenna and discover all the active signals from home users in your area. I doubt they will have their names and home address on them, so not much discovered there other than perhaps signal strength telling you who is closer and who is further from you.
