Network download speed

Is it possible to increase network file transfer rates?
- My win xpsp2 system normally downloads files between 400 to 600 KB/sec
- My win 2k system can do at best 200 kb/sec
- same isp through the same router

Thanks in advance for any ideas.

Sorry but details are missing here. You can review if your drivers are current for motherboard and such but then again it could be a P2P application which you should know I will not discuss.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
